Purpose: In 1993, the U.S. Public Health Service convened a Panel to review the developing field of cost-effectiveness analysis. In 1996 the Panel published a book summarizing the state of the field and providing recommendations for the conduct and use of cost-effectiveness analyses in the health and medical fields (Gold 1996). The book became a standard reference both in the United States and internationally and has been cited over 6,000 times. The field of cost-effectiveness analysis has advanced significantly in the 18 years since the book was published—especially in analytic approaches, quality-of-life assessment, evidence synthesis, modeling, and the reporting of results. The originally planned update of the work is long overdue.

Method: In 2011 a group of leaders in the field began planning for an update to reaffirm concepts that have not changed, modify those that have, and expand the report into new areas. In consultation with members of the Original Panel, this group developed a process and structure for updating the original report. Since October 2012, the Leadership Group has organized and facilitated the Panel’s work through weekly conference calls. The new Panel, with members from three countries, has convened, chapters have been assigned, and initial chapter drafts completed.

Results: Full Panel conference calls occur every 6 weeks; individual chapter coauthors are in regular contact. The first face-to-face meeting occurred in October 2013 and a second meeting occurred May 2014. The Robert Wood Johnson Foundation, U.S. Agency for Healthcare Research and Quality, and Society for Medical Decision Making have provided funding. The rollout target is 2015.

Conclusion: This presentation will provide background on the first Panel and its recommendations, information on the charge to the second Panel, how the new Panel is organized, and some of the issues it is considering.  We will also solicit views on how the Panel can most usefully move the field forward in the next decade and ideas for potential report reviewers.
